Strengthening the capacity and participation of civil society organizations on Child Rights Governance

Vietnam has had an impressive socio-economic development between the late 1990s and 2000s and is essentially on track for achieving its Millennium Development Goals. One of the main challenges for development in Vietnam is the growing disparities and inequities. A living standard survey estimated the child poverty rate as 29.6%, equivalent to 7.6 million children. Of these 7.6 million children, 22.6% belong to the majority Kinh children and 60.3% to ethnic minority groups.

Serious challenges remain that limit the implementation of the Rights of the Child, including the lack of an effective mechanism for law enforcement, inadequate public awareness and knowledge levels of child rights as well as practical implementation on the ground. There is a need to establish a multi–sectorial and organizational coordination, and to effectively functionalize the responsibility of duty bearers in the practice of the Rights of the Child.
